The Mission Neighborhood Health Center is a non-profit, multi-site community health organization offering comprehensive health services in the Mission and Excelsior Districts of San Francisco.  The center offers primary health care services, adult medicine, pediatrics, family planning, OB/GYN, HIV and homeless services. 

We advocate for health equity and deliver innovative, high-quality services responsive to the neighborhoods and diverse communities we serve with a focus on the Latino Spanish-Speaking Communities.

We are currently looking for qualified candidates for our Chief Operating Officer role. This position reports to the CEO and is a Regular, Full Time, Exempt role with a starting yearly salary range of $160,000 to $200,000 with full benefits


Primary Objective:
The Chief Operations Officer (COO) is a key member of the executive management team. The COO is responsible for the overall operations of the health center and in collaboration with the executive management team, fulfills the vision of the organization through the implementation of the strategic plans and objectives to ensure the mission, goals and objectives of the organization are met. 

Essential Functions/Responsibilities

Clinical Operations
  1. Through Directors, Managers and Supervisors, directs and oversees all clinical sites and various departments including Patient Services, Referrals, Medical Records, and Laboratory.
  2. Oversees contractual relationships for: ancillary diagnostic services including laboratory and radiology.
  3. Coordinates the operations processes for patient care, including data collection, clinic flow and appointment systems.  Responsible for ensuring all sites are effectively operational, which includes addressing all barriers to patient access.
  4. Oversees contractual relationship with UCSF Midwifery Program.
  5. Participates in the evolution and refinement of the Quality Improvement processes and operational metrics ensuring health center meets regulatory requirements and PCMH criteria for recognition across all sites.
Facilities
  1. Oversees compliance with MNHC’s safety program.
  2. Oversees the performance of the Operations Coordinator and Janitorial contractor. 
  3. Provides recommendations and support as needed to the MNRC Director who is responsible for the MNRC facility.
  4. Resolves problems related to utilization of facilities, equipment and supplies and makes recommendations for adequate staffing and additional contracts if appropriate.
  5. Leads major capital projects including renovations and new construction.
  6. Leads or supports space planning within each site as needed.
Health Plans - Primary Care Contracts
  1. Serves as primary contact with health plans, IPAs, Medicare advantage plans and other PPO, HMO plans. Negotiates contracts and terms in collaboration with CEO and CFO.
  2. Ensures organization meets HRSA and health plan provider credentialing requirements.
  3. Ensures successful participation in plans quality improvement incentive programs.
  4. Seeks opportunities to expand primary care and related contracts and monitors patient assignment in current contracts.
  5. Liaise with medical staff on quality performance issues and concerns related to the implementation of managed care and primary care contracts.
  6. Responsible for implementation of all primary care grants, ensures obligations/goals are met and corrective measures are implemented.  Ensures all reports are completed and submitted in accordance with designated deadlines.
  7. Develops, evaluates, and monitors employee orientation and training regarding primary care contracts for all clinical staff.
Health and Information Technology Systems
  1. Oversees operation of information technology network and systems including hardware, network performance, security considerations, and contractual obligations.
  2. Maintains relationship and is primary contact for Managed IT services and cloud hosting.  Supervises on-site personnel from IT vendor.
  3. Maintains relationship and is primary contact for Electronic Health Records vendor.
  4. Participates and co-leads in the development and implementation of health information technology systems, including practice management system, registries, and electronic health records.
  5. Oversees Telecommunications Systems and answering service contract as well as contracts for printers and copiers.
Administration
  1. As a member of the executive team, participates in development of long-range strategic plans.
  2. Analyzes and recommends changes in organizational systems, policies, and procedures, and ensures their implementation.
  3. Responsible for the development of policies, procedures, and systems to achieve stated goals and compliance with regulatory/third party mandates.
  4. Actively seeks grant opportunities, as appropriate, takes the lead with grant writing, and application submission. Ensures program compliance and administration occurs upon grant approval and implementation.
  5. Undertakes special projects as assigned by the CEO.

Qualifications
  1. A four-year degree in Health Administration, Business, Human Services, or related field.  
  2. Graduate degree preferred.
  3. Minimum 5 years progressively responsible administration experience in health care or Human Services related organizations, preferably in a Community Health Center environment.
  4. Thorough knowledge of the theory and practice of organizational management preferably in a non-profit health care environment.
  5. Excellent and effective written and oral communication skills.
  6. Excellent leadership skills, demonstrated by the ability to effectively lead in changing environments, exercising initiative and judgement, problem solving, and decision-making.
  7. Excellent knowledge of Information Technology and its applications to the Health Care environment.
  8. Fluency in Spanish preferred.
